Linking to Word Docs

I am building a policy manual and I am linking to word docs
that I want to open a new window.

They are on my C drive, and I am publishing to my C drive.



When I publish, it does not give me an error, just doesn't
pull up any document.

My TrueCode is: %26lt;a href=''hdtaskforcecharter.doc''

target=_blank%26gt;CHARTER%26lt;/a%26gt;

and it is in my baggage files.

When you click on the link after it is published, it displays
the path in the bottom of the browser, but doesn't bring it up.



What am I doing wrong? Is it because it is on my C drive?
